If you insist on wanting a windows install cd or dvd then yes you will have to purchase it but if you can spare a usb drive and a little time for it to download then you can use the free method, this does not appear to be against the windows terms of service or seem to be part of any sneaky or shady actions. When you use this method, you will need to sign in with a Microsoft Account so that the license becomes registered with your email and it will be called a Digital Entitlement License. I used this method as recently as last week.
The catch if you want to call it a catch, is that you have to use your own usb drive 8 gigs of larger and use this windows page which was last updated October of 2018.
